For better democracy

How can we improve the democratic processes, to make the government more accountable ? e.g. the exorbitant tolls. Who made the deal ? How was it justified ? Were the processes followed ? What other options were looked at ? Can we drag the minister/official to court for this, and punish him ? There are too many such examples. How can we encourage good people to stand for elections ? For an honest man, politics today only means headache. Can we form a body of citizens and sponsor such people, pay them handsomely, and give them moral support ? To form a citizens body and stand together against local instances of corruption that affect us.
